Rector’s Circular Letter on the Adjustment of the Official Working System During the Holy Month of Ramadan 1447 H and in Relation to the National Holidays and Collective Leave for Nyepi Day (Saka New Year 1948) and Eid al-Fitr 1447 H at Universitas Sumatera Utara

Legal Basis:

  1. Law Number 20 of 2023 concerning State Civil Apparatus;

  2. Government Regulation Number 94 of 2021 concerning Discipline of Civil Servants;

  3. Presidential Regulation Number 21 of 2023 concerning Working Days and Working Hours of Government Agencies and State Civil Apparatus;

  4. Presidential Decree Number 42 of 2025 concerning Collective Leave for State Civil Apparatus in 2026;

  5. Regulation of the Minister of Administrative and Bureaucratic Reform Number 4 of 2025 concerning the Flexible Performance of Official Duties by State Civil Apparatus in Government Agencies;

  6. Circular Letter of the Minister of Higher Education, Science, and Technology Number 2 of 2026 concerning the Adjustment of the Official Working System during the Holy Month of Ramadan 1447 Hijri and in Relation to the National Holidays and Collective Leave for Nyepi Day and Eid al-Fitr 1447 Hijri.

In order to ensure the continuity of official duties and the delivery of public services that are effective, efficient, and adaptive during the holy month of Ramadan 1447 Hijri as well as during the period of National Holidays and Collective Leave for Nyepi Day (Saka New Year 1948) and Eid al-Fitr 1447 Hijri, the following matters are hereby stipulated:
 

1. Working Hours During the Holy Month of Ramadan 1447 Hijri

The total effective working hours are set at 32 (thirty-two) hours and 30 (thirty) minutes per week, excluding break time, with the following provisions:

Administrative Services

  1. Monday to Thursday: 08.00 WIB – 15.00 WIB
    Break Time: 12.30 WIB – 13.00 WIB

  2. Friday: 08.00 WIB – 15.30 WIB
    Break Time: 12.00 WIB – 13.00 WIB

• Lectures and educational/teaching activities such as practicums and seminars shall be adjusted to the conditions and needs of each faculty/unit.

 

2. Implementation of Flexible Working Arrangement (FWA)

Heads of work units are instructed to optimize task implementation through the Flexible Working Arrangement (FWA) mechanism or working from anywhere on:

a. March 16 and 17, 2026 (2 working days before the National Holiday and Collective Leave for Nyepi Day);

b. March 25, 26, and 27, 2026 (3 working days after the National Holiday and Collective Leave for Eid al-Fitr 1447 Hijri).

Work units that provide direct services to the public and/or have job characteristics that do not allow the implementation of FWA shall continue to carry out duties from the office with a rotating schedule arrangement to ensure service continuity.

 

3. Employee Obligations

All Academic Staff and Administrative Staff are required to:

a. Conduct attendance in an orderly and accountable manner through the attendance system applicable at Universitas Sumatera Utara;
b. Perform official duties professionally, effectively, efficiently, and in a measurable manner;
c. Optimize the use of information systems and official correspondence applications in force.

 

4. Monitoring and Evaluation

Heads of work units shall conduct monitoring and evaluation of the implementation of this Circular Letter in accordance with their respective authorities.

This Circular Letter is hereby conveyed to be given due attention and implemented accordingly.
