In order to implement the Decree of the Director General of Higher Education, Research, and Technology of the Ministry of Education, Culture, Research, and Technology Number 114/E/KPT/2023 concerning the Technical Guidelines for the Implementation of the Transition of Lecturer Credit Points and Lecturer Workload for Civil Servant Lecturers, as well as the Regulation of the Minister of Higher Education, Science, and Technology Number 52 of 2025 concerning the Profession, Career, and Income of Lecturers, we hereby convey the following matters:
Universitas Sumatera Utara will open the period for the submission and assessment of Lecturer Workload (BKD) for the Odd Semester of Academic Year 2025/2026 for Permanent Lecturers of Universitas Sumatera Utara;
Lecturers are requested to ensure that all Permanent Lecturers who hold NIDN or NUPTK and have Active status, including those currently pursuing further studies/assigned for study leave, carry out the reporting of Lecturer Performance for the Odd Semester of Academic Year 2025/2026 through the website http://sister.kemdiktisaintek.go.id;
The schedule for the implementation of BKD for the Odd Semester of Academic Year 2025/2026 is as follows:

Lecturers who have completed the lecturer workload reporting and have performed permanent saving may submit a request to Open Permanent Save Status through the link https://s.id/BukaSimpanPermanen-BKD to make corrections or additions to the lecturer workload reporting during the BKD reporting entry period for the Odd Semester, as long as it is still available according to the schedule in point (3);
Assessors may provide guidance to assessees or lecturers to revise lecturer performance reports and submit requests through the link https://s.id/BukaSimpanPermanen-Penilaian-ASESOR-BKD to open the Permanent Save Status or the Assessment Status during the BKD assessment period;
Lecturers may submit objections in the form of objections or clarifications regarding the results of the BKD performance report assessment for the Odd Semester AY 2025/2026 if the accumulated assessment results from both assessors are rated as Not Meeting Requirements (TM);
The submission of objections shall be carried out during the objection period and must be accompanied by valid supporting evidence for a re-evaluation of assessment results deemed inconsistent with actual performance.
The submission of objections as referred to above may be formally submitted by lecturers to the Faculty Dean/Postgraduate Director.
The Faculty Dean/Postgraduate Director, together with the Vice Dean II/Vice Director, shall conduct verification of the submitted objections by taking into account the supporting documents/evidence.
In conducting the verification, the Dean may consider opinions from other BKD Assessors regarding the proposed objections.
The verification results shall be decided through a final plenary meeting for the objection finalization of the Lecturer Performance Report assessment for the Odd Semester AY 2025/2026 in accordance with the predetermined schedule.
The results of the plenary meeting shall be submitted by the Faculty Dean/Postgraduate Director to the University through the Human Resources Bureau for follow-up in accordance with the decision on the submitted objections.
If the objection is accepted, a reassessment by BKD assessors may be conducted.
The final results of the assessor assessment shall be re-endorsed and submitted to the Ministry; and
Other matters related to the Lecturer Workload reporting for the Odd Semester of Academic Year 2025/2026 may be coordinated with the USU Human Resources Bureau through the helpdesk service (0812-2600-0922).
